What Is It?
The FD-258 is the official FBI fingerprint card a standardized blue-and-white document used by the Federal Bureau of Investigation to collect an individual’s ink-rolled fingerprints for identity verification and criminal background checks. Unlike digital Live scan fingerprinting, the FD-258 produces a physical ink impression that is mailed to the requesting agency.
FD-258 cards are required when a requesting agency cannot accept electronic Live scan submissions including many federal agencies, international adoption organizations, certain immigration processes, ATF firearms applications, and out-of-state licensing boards.

An ORI (Originating Agency Identifier) is a unique 9-digit code assigned to the agency requesting your fingerprints. It tells the FBI which organization should receive your background check results.
